Manila Water Company began its operations in 1997 through a public-private partnership with the state’s Metropolitan Waterworks and Sewerage System, taking on the challenge of rehabilitating the aging infrastructure system of eastern Metro Manila and Rizal Province which suffered from high system losses and inadequate service availability. At the time when Manila Water started serving Metro Manila’s East Zone, water, sewerage and sanitation services left a lot to be desired. In 22 years, the Company was able to turn this around with astounding accomplishments: i. 7.3 million customers served with 24/7 water supply (from 3.1 million in 1997), covering 99% of its central distribution area ii. non-revenue water down to 11% of production (from 63% in 1997) The company’s aspiration to foray into Vietnam started in 2008 when it entered into a five-year managing contract to reduce non-revenue water in Ho Chi Minh City, Vietnam. Manila Water’s expertise from having successfully brought down the level of system losses in Manila, coupled with the dedication of its people, proved very effective in the HCMC’s Zone 1. In partnership with Saigon Water Corporation (SAWACO), the project established 119 district metering areas, installed line meter assemblies and isolation valves including pipelaying. Total water saved and recovered by the company’s leakage reduction activities is three times the 37,500 cubic-meters-per-day contract target resulting in improved water service and increased pressure for around 140,000 water supply connections. Through this initial venture in HCMC, Manila Water was able to recognize similar conditions in other areas in the country that may find value in the assistance that it provides. Encouraging strategic partnerships, Manila Water’s presence in Vietnam was further felt with its involvement in Thu Duc BOO Corporation and Kenh Dong Water Supply Joint Stock Company.
